She was born in the Philippines and is an immigrant of Australia. She gained citizenship in 1983 and has been living both in Melbourne and Manila. Justine has a Bachelor's degree in Arts majoring in Sociology and Management from Monash University. She also has a degree in Australian Immigration Law from Victoria University.
