this is going to sound harsh.  
Your issue with not finding a woman is all your fault.
As a man - you are responsible for initiating conversations with women. YOU. No one else. Next time you see a girl you are attracted to - go up and say hi!
Tell her that you love her shoes/ hat/ handbag and ask what the story is behind said item. Flirt with her. Smile and be friendly and if you hit it off ask for her phone number  - its that simple. Your modesty IS your issue. Do it a million times and you'll no longer be afraid of doing it.
